The ring around the sun is a halo. A sun dog is something else altogether. It is a "mock sun" that appears most often on the cusp of a halo. They come in pairs, one on each side of the sun/halo. For more information on the subject see: http://www.suite101.com/article.cfm/science_sky/77278.
