This is a good question. I never thought to ask where they come from. This area on San Francisco Bay is built on fill. The base of the fill is made up is largely chunks of concrete. I think these "rocks" are really sea-worn concrete. I believe they have pulled down onto the beach from higher ground when we have had storms.
