Thanks Carol, Talsi, and Don. It appeared to be a full grown stork. The featherless head and neck, which resembles a buzzards, is because they feed in the water and stick their heads underwater a lot. But, you are right Don, it does look like un unfortunate mixture of stork and buzzard. lol.
