Found it. Apparently they are primarily Mexican, but Texas and Louisiana are in their northernmost range.

I do know what this is--I've been observing them just this year. They are called black bellied whistling ducks. They are unusual because of their long necks and legs that make them look more like a goose. You got an excellent picture. Note the orange bill.
