What is this?

This was hanging on the wall inside of a restaraunt near some fishing equipment. I asked the waitress what it was. She had no idea. Nor did the manager. So now this picture is just being put here for a question. I believe some fisherman might know.

It is for sure a clay pigeon thrower. The rope looking part is a covered spring. After placing the clay pigeon on the end you turn the end making the spring stretch. It has a light catch that when snapped the spring helps throw the pigeon like a Frisbee. I have one in my shop, but no idea where it is.

It is made of an easily breakable material, some clay of some sort.The pigeon would be inserted into the metal area where the angle is open. It would be tightened down with the rope. When the pigeon is tossed by quick movement of the stick, then the rope is released and the pigeon flies so another person can shoot at it. I hope I explained and did not make the waters more muddy.

I shot up in the air away from the ducks, the one time I was taken duck hunting. I then yelled fly ducks fly. I didn't mind eating them. I just was not going to kill one.
