I achieved this effect of the clouds by resizing it to 1000 pixels wide, turning the picture black and white, drastically modifying the heuristic levels, applying a smart blur at a 10 pixel radius and 7 threshhold, then applying an unsharp mask. The smart blur evened out the background sky, while the unsharp mask made the defined cloud edges crisp.
